The talks are to discuss the electoral arrangements for 1994/95 to ensure convergence with the BL and a smooth transition to 1997. Judging from this, it can be said that the talks are to discuss the through train issue but they are about the "carriage" and not the "passengers".

For legislators elected in 1995 to board the through train, the electoral arrangements have to be in accordance with the "three conformities". Then the elected legislators who meet the stipulations of the BL and the NPC can be confirmed by the SARPC to become members of the first SAR legislature.

The British side must first guarantee that legislators elected in 1995 will meet the BL stipulations so that they can be confirmed by the SARPC in 1997.
