It is noteworthy that the Chinese Foreign Ministry spokesman has linked HK's electoral arrangements with improvement in Sino-British relations. As the British have raised a series of unreasonable demands infringing on China's sovereignty, tried to change the civil service system and linked the Han Dongfang case with HK people's freedom of movement, they can hardly convince people of their sincerity in achieving a breakthrough at the talks. As far as the talks are concerned, the ball is now in the court of the British side. It remains to be seen how it will play the game.
The British side's sincerity is in
question. It has made no response to the Chinese proposals but has only tried to go back to the Patten package. It seems that the British side is not eager to conclude the talks soon, while the Chinese side sincerely hopes that an agreement in accordance with the "three conformities" can be reached as soon as possible.
If the principles of the BL are adhered to, HK will become more stable and prosperous. It is the Patten package that has ruined these principles and brought about the talks.
The talks are proceeding normally with the two sides presenting their proposals and views. Reports spreading news of a breakdown of the talks will only be detrimental to the talks. Progress will be made as long as the two sides stick to the "three conformities".
The British side is engaged in "double dealings", with the Governor denying that the talks have not made progress on the one hand and the CS Sir David Ford pouring cold water on the talks in interviews in London on the other. The British side has always been saying one thing and doing something else in its numerous petty tricks, which are all aimed at implementing the "three violations" package.
