The Chinese side always advocates stability in major policies, including civil service. policy, during the transition period. Any major change should be discussed by China. and Britain.
The new measure will end the localisation policy that is important to the "HK people running HK" concept.
The new civil service policy will dash HK people's hope of greater participation in policy-making. The Patten package is aimed at causing turbulence in HK, turning it into a "political city", as indicated by the Governor's interview with the Asian Business magazine.
Remarks that the policy is "temporary" are merely an excuse to calm HK people's anger.
The measure is a major policy change that should be discussed by the JLG.

The Governor's attitude and remarks before the 10th round of talks ignoring the protests of local civil servants against the new localisation policy and linking the Han Dongfang case with HK people's freedom of movement after 1997 - are disappointing. If his actions reflect the British attitude, then one can hardly be optimistic about the outcome of the talks.
The Governor will let Legco determine whether to accept a Sino-British agreement on electoral arrangements but he will veto the private member's Bill, seeking to freeze the new civil service policy should it be passed in Legco. This shows that he has double standards in dealing with different issues.
