By making the civil service a functional constituency, the British side is trying to break up the Patten package and insert part of it into the political system stipulated by the BL. But this will not work.

The HK Government has not consulted the Chinese side on the question of allowing civil servants to take part in political groups, just as it has not consulted the Chinese side on the new localisation policy. This is a violation of the JD, which stipulates that both China and Britain have to co-operate in the latter half of the transition.

The HK Government's attempt to politicise the civil service only makes people doubt whether the British side is willing to abide by the JD in keeping the present social and economic systems unchanged. Some people are playing with fire but they should realise that they can easily get their fingers burnt.

Allowing civil servants to take part in politics will divide the civil service and upset HK's stability. The proposal has seriously violated the JD. If the British press ahead with their plan, China will be forced to review its pledge of preserving the existing civil service policy.

Clerical and technical staff in the civil

service are free to join trade unions and can elect their own representatives to Legco. Those in civilian posts should not take part in politics or else they would be inclined to implement only policies that are consistent with their political ideals.
