Remarks
The participation of civil servants in politics will mean a basic change to the civil service system and on this the Chinese side will not give way.
The HK Government has always been concerned with the neutrality and stability of the civil service. It is difficult to tell what their intentions are in proposing to create a civil service functional constituency.
The civil service is not professional by nature and does not belong to any functional constituency. As the issue will be discussed by the JLG, we hope the British side will be rational and will not insist on such an illogical policy to damage HK.
Acting SCS Stuart Harbinson distorted international labour laws when he said civil servants had the right to take part in political activities, because such laws. also stated that civil servants had an obligation to their role and duties.
