The key to achieving a breakthrough in the talks is willingness to return to the path of the "three conformities". However, we cannot rely on the sincerity of one party alone.

The Chinese side is sincere about the talks. I hope the talks will yield fruit.

There are three possible scenarios after the 11th round: 1. the British would unilaterally press ahead with the Patten package; 2. the British would allow the talks to drag on but would still hold fast to the "three violations" package; and 3. the British realised that it would be

futile to confront China and would strive for an accord. The Chinese side as always is sincere and hopes the British side will return to the principle of the "three conformities". Even if the talks break down, China will maintain HK's stability. and prosperity and implement the "one country, two systems" pledge.

The Governor has sent shock waves through HK and has paid little attention to residents' livelihood, while China has taken steps to ensure HK's smooth transition. HK's stability and prosperity hinges on China's reforms and open-door policy and its determination to implement the BL and the "one country, two systems" concept. As Wang Qiren has said, HK's economy will continue to develop even if there is no breakthrough in the talks.
