VISIT OF SIR PERCY CRADOCK

Sir Percy Cradock telephoned me today. He said he had been reflecting on his visit to Peking in the light of the press attention which this had attracted. He had concluded that he should ask for a message to be conveyed to Jiang Enzhu through you in advance of his arrival in Peking.

The message was that in view of the risk of misunderstanding he would not want to get involved in discussion on Hong Kong and the current negotiations during his visit to Peking. He Hoped the Chinese side could agree to that. If the Chinese side raised the matter with him he would simply refer to you. He looked forward to hearing Chinese views on the economy and on Chinese foreign policy now and as it might develop in coming years.
3. Sir Percy added that he would be grateful for anything you could do to steer the Chinese towards a social rather than a formal SETTING for his encounter with Jiang. It would be preferable if there was simply a meal rather than a formal call on the MFA coupled with a meal.
