Yang Youyong of NCNA, accompanied by Shu Jianping,

called on you yesterday afternoon and spoke along the line of the enclosed speaking note. Yang said he was authorised to

make a representation to the British Hong Kong Government concerning a series of anti-China activities to commemorate 4

June planned by the Hong Kong Alliance. He learned that the

Alliance would hold a "so-called China Dream Exhibition" on

28 May and a "Patriotic Parade for Democracy" on 30 May from

Chater Garden to the NCNA. On 4 June, they would hold a

candlelight assembly in Victoria Park. Also, recently, a number of posters/placards appeared in downtown streets

attacked and humiliated the Chinese Government and its

leaders.

Yang expressed grave concern about this series of

anti-China activities. He said the Chinese considered that

whether from the angle of maintaining Hong Kong's economic

prosperity and social stability and ensuring a smooth transfer of sovereignty, or stipulations in Hong Kong laws, or the

commitment made by the HKG that it had no intention to turn Hong Kong into a subversive base, the HKG had the responsibility to prevent and stop these illegal activities aiming to subvert the Chinese Government. Yang said the NCNA was an official institution representing the Chinese Government in Hong Kong and the HKG could not avoid its responsibilities to ensure NCNA's safety and keep it from being harassed.
