DRAFT WHITE PAPER: A CRITIQUE

INTRODUCTION

At present the White Paper comprises an extensive

review of the history and present state of negotiations with

the CPG on enhancing

many

democracy in Hong Kong.

However, in

respects, it adopts a neutral tone (except in

describing some of the frustrations of the recent talks) and

does not demonstrate that HMG/HKG are in touch with the

complex concerns and aspirations of the community.

As such, it misses an opportunity to

extensive support throughout the community. The whole Paper

needs to be looked at critically in this light. However,

the introduction, in particular, might be used to capture

public support. The section might include, for example,

As well as bringing the White Paper into closer

touch with the community,

this would make more

powerful the point that when forced to express a

preference, the people choose democracy.
