Atg SCA makes a related point by suggesting that this
this section appears to be a rather negative, if not callous, parting shot.
It may be taken to imply that HK people will inevitably get a nationality restriction arrangement that is not fair and open after 1997, which is something the British Government cannot and would not care about. Atg SCA suggests a redraft of the last paragraph as follows:
"The British side made clear that it would not be possible to discriminate in this way against British nationals at elections held in 1995 while Hong Kong is still under British sovereignty. However, with the change of sovereignty in 1997, the SAR would be in a position to provide for and implement such a restriction in compliance with the Basic Law.
