Page 8, para. 3, last sentence: I am not sure whether the change uggested in my letter of 2 December has been omitted in erroz or by design. The present formula is copy сору not correct since it does not include permantat residents who may in fact not have spent 7 years in Hong Kong (having left, for example, at age 2 and returned at age 21) but would nevertheless be eligible to vote.
