Given the Government's recognition that an improvement in the Vietnamese economy would encourage Vietnamese migrants to volunteer to return, will the Government inform this Council if Her Majesty's Government will be publicly supporting a lifting of the embargo against International Monetary Fund (IMF) and World Bank financial support for Vietnam, prior to the annual meeting of those organisations in April 1993,
and if not, why not?
