Thank you for your letter of 5 May.
2. We know quite a lot about Mr T T Tsui. He is, as you will recall, a wealthy Hong Kong businessman who has made substantial investments in the UK, and large charitable donations here (eg the eponymous gallery at the V & A). The source of his wealth is unclear. His overt activities such as Citybus and the company of which Sir Ronnie Grierson is a Director do not generate funds on the scale required.

You will recall his involvement
in the negotiations with China in the summer of 1991 on the Hong Kong Airport project. It is possible that this was purely a piece of private initiative on his part, involving some misleading of both sides. But it is also possible that he was acting on behalf of contacts in the Chinese leadership.
