Thankyou for your letter of the 22nd
In answer to the assertions that you have
made in that communication, I can advise you as follows. Firstly, you appear to have misinterpreted Section 30(1)
of the Prevention of Bribery Ordinance as relating solely
to persons under investigation. This section is far more encompassing than the restricted manner in which you have read it. The section states, in short, Any person who,
without lawful authority or reasonable excuse,.......... discloses
to any other person
any details of such an investigation,
shall be guilty of an offence.....".

The fact that Mrs Judith Kaiser is not under
investigation is irrelevant and your contention that the
restriction imposed by this legislation does not apply to her is incorrect. This Commission is not prepared to supply
you with any information concerning our investigation.
Secondly, the powers that we have exercised
in retaining the property from safe deposit box 29510354
