Yuen Long Special Duties Squad

At the end of March 1993, three Police Constables of Yuen Long Special Duties Squad were arrested for soliciting $800,000 from a defendant WONG Wing-hung then awaiting trial on drug trafficking charges. The arrests followed monitored meetings between the officers and WONG. In return for payment, they offered to ensure WONG's acquittal on the drugs charges. In March 1993 under ICAC direction, WONG made an initial 'payment'

'payment' of $50,000 and the police officers were arrested. They have been charged with corruption and conspiracy offences and will appear for trial on 15 December 1993 at the District Court.

In February 1993, an ICAC operation mounted against corruption based cross-border smuggling, netted 20 stolen luxury vehicles,

the value of some HK$16 million and 684 VCR units in the process of being smuggled to China. In the course of the operation 22 people, including 10 Customs and Excise officers and 12 civilians, were arrested. To date 13 of the arrested people including Sr C&E Inspector LI and C&E officer NG, four other C&E officers, and the syndicate head CHEUNG, have been charged with corruption, smuggling and handling stolen vehicle offences. LI and NG have pleaded guilty to their offences and were sentenced to 2 years and 4 years imprisonment respectively. Both will give evidence at the trial of the others charged in the case.

Corruption Prevention Department

Since March 1993, the Corruption Prevention Department has completed 23 studies of procedures in 19 different Government departments and public bodies. Important clients since the last briefing are detailed

at Annex I.

19.

The Advisory Services Group assisted 37 private sector organisations in the first quarter of 1993. The Group also conducts corruption prevention studies for public bodies; the current studies for the Hong Kong Tourist Association and the Securities and Future Commission are in progress.
