I refer to your telex of 24 August concerning the funding of two UK experts to participate in the Regional Conference on Corruption to be held in Colombia in November.
The Hong Kong Department at the FCO believes that the Bernard de Estervelli you refer to is, in fact, Bertrand de Speville, the current ICAC Commissioner. We would be prepared to fund the costs of his attending the conference for a five day work programme or,
alternatively, if he is not free to attend, Geoffrey Barnes, the ex-Director of the ICAC who, I understand, is retired but undertook similar work in Ecuador and Venezuela recently. Their details are as follows:

If either responds favourably to your invitation to attend, you should let me have the exact costs of his fare, accommodation, expenses and fee. I shall then advance you the money to make sure it comes from this year's budget. You would then ensure the invoices reach me for accounting purposes in the normal way.
As for your other choice for participation, I have not heard of Graham Picton-Davis or RIPA. Perhaps you can advise me of his and his organisation's specialism or field of expertise.
