Yuen Long Special Duties Squad

At the end of March 1993, three Police Constables of Yuen Long Special Duties Squad were arrested for soliciting $800,000 from a defendant WONG Wing-hung awaiting trial for drug trafficking. The arrests followed solicitations by the officers, monitored at meetings between them and WONG. In return for payment, they offered to ensure WONG's acquittal on the drugs charges. In March 1993 under ICAC direction, WONG made an initial 'payment' of $50,000 to the officers. They have been charged with corruption and conspiracy offences and will appear for trial on 15 December 1993 at the District Court.

Customs & Excise Luxury Car Smuggling Investigation

The February 1993 operation against corruption based cross-border smuggling resulted in two C&E officers pleading guilty to corruption/conspiracy offences, and four C&E officers and seven civilians being charged with similar offences.

A ringleader, CHEUNG, who describes himself as a 'merchant' was in 1983

1983 convicted of manslaughter, but acquitted on appeal. He is in jail custody pending trial on 11 April 1994 with the others.

The operation netted 19 stolen luxury vehicles, a further vehicle and 684 VDUS, all being smuggled. It cut across three syndicates and reduced stolen car smuggling for a period.

Sun Yee On Shooting Case

On 2 March 1991 in a Kowloon Karaoke Lounge triad dispute over protection resulted in a shooting, triad firing two shots at a triad competitor. In the event

hostess was wounded.

The police investigation subsequently concluded that there was insufficient evidence to bring charges.

A year later reports were received by the Commission that police officers involved in the investigation had been bribed to prevent any prosecution in the case.

Inquiries revealed that in August 1992, after the police investigation closed, a Chief Inspector and his family and two Detective Constables involved in the investigation, travelled to Bangkok. Also on the flight were a number of suspected triads, including the suspect in the shooting. The police fares had been paid for by one of the suspected triads. All hotel costs were paid for by a company opening a Karaoke in Bangkok. Also in the group was another Chief Inspector and his family. were met the same way.
