Visits to London by LegCo Members

The Prime Minister agreed to see Allen Lee's CRC team but not

the separate delegation of Liberals. The Prime Minister will see the CRC (with the Secretary of State) on the morning of 19 January and a meeting with CRC has been arranged with Mr Goodlad that afternoon. Appointments for the Liberals have been arranged with Mr Goodlad on 26 January and with the Secretary of

State on 27 January.

- Her Majesty's Overseas Civil Servants (HMOCS)

We have had no formal response from No 10 since the Governor's

letter to the Prime Minister. But the Treasury have told us that Mr Portello's reply to the Secretary of State's minute of 18 November will issue shortly. We suspect (though Treasury

officials will not confirm) that No 10 may have galvanised this

action.

Central/Wanchai Reclamation

The Hong Kong Government have obtained an extension until

February of the tender for the Central/Wanchai Reclamation

(which ran out on 28 December). ExCo decided to approach the

Chinese side about the Reclamation project but have not yet done

so.

Black Point

There are strong indications that the Land Grant for the Black

Point project will be approved by the Land Commission. appears the Chinese side do not wish difficulties over constitutional development to intrude.
