17. The papers noted (5.10.93) that Chinese Vice-Premier Li Langing told a visiting delegation in Peking that China would implement the "one country, two systems" and. "HK people ruling HK" policies no matter what the outcome of the Sino-British talks would be.

Some papers quoted NCNA HK's Qin Wenjun as saying (2.10) PWC'S Liaison office in HK at China Building would be opened in end October. There would be a hotline to collect views from the public on its work.

Cheng Ming

The October issue of Cheng Ming magazine carried an article noting that in early September, the PLA Chief of Staff, Zhang Wannian, and the National Defence Minister, Chi Haotian called on the party centre and the State Council to end the Sino-British talks, to announce to the nation Britain's act of "three violations" and to announce to the world how Britain tried to extend its colonial influence over HK beyond 1997 and turn HK into an anti-communist and anti-China international city. 45 members of the NPC Standing Committee, in a letter to Jiang Zemin, Li Peng and Qiao Shi in September strongly supported the Chinese Government to counter British attempts to cause political and economic upheavals in HK before their withdrawal. They called on the Chinese Government to make preparations for the upheavals. The writer quoted an authoritative person as saying that the bottom line of the Chinese side was Deng Xiaoping's policy on HK established before and after the signing of the JD. If the British side did not unilaterally make concessions, it was possible that the talks would break down. If there was upheaval in HK after the collapse of the talks, there was a high possibility that the Chinese Army would march into HK.
