The papers in prominent coverage noted (9.11) Lu Ping told the visiting Chief executives of Cable and Wireless and HK Telecom in Peking that the Chinese side welcomed British firms, including C and W and HK Telecom, to continue to invest in HK. Lu stressed that under the 'one country, two systems' policy China would continue to preserve in HK an international investment environment and HK would
serve as
as a gateway to China.

Lu was quoted (10.11) as telling a visiting delegation of the American Chamber of Commerce Led by its Chairman in Peking, that he hoped foreign investments including British investments, would continue to stay in HK and continue to develop under the principle of fair competition. The Chinese side would continue to work for success in the talks. If the British side did not cooperate, then inevitably HK would be affected but the Chinese side had made preparations to minimise any negative effects. Lu denied reports that the Chinese side would impose economic sanctions on certain British companies if the talks failed.

18. Sing Tao Daily (13.11) Learned that senior Chinese Leaders had recently endorsed that HK delegates to the NPC could set up sub- groups to study issues relating to the transition. The paper noted that since there were already similar sub-groups set up under the PWC and HK affairs advisers there might be duplication of work.
