- To reach agreement would be much the best outcome. But if we cannot, then we must accept our resposibility under the Joint
Declaration for the administration of Hong Kong, and put draft legislation to the Legislative Council.
There will be a continuing need for Britain and China to
work together over Hong Kong. We fully intend to meet our obligations under the Joint Declaration. China has a similar commitment, and has said she will continue to work for a smooth
transition in 1997. It is very much in her interests to do so.
