In Hong Kong you can assume that your opposition is technically sophisticated. You're going to have to use technology that is going to be reliable, but difficult for them to locate. So you're going to use RF transmission devices that are radio-activated that aren't going to leave a tell-tale signal; if people are doing RF sweeps they're going to use telephone-based equipment that is downline rather than locally operated. You're going to use painted wall surfaces that are going to allow you to pick up vibrations, through windows using lasers.
But Hong Kong's very success makes traditional bugging almost impossible. The endless cacophony of the streets, the proliferation of portable telephnes and thousands of radio frequency transmissions combine to defeat the most sohpisticated of listeners. But there are other ways to coax information from relaxing deplomats in the world of Suzie Wong.
Hong Kong is a fleshpot of temptation. When people come down there they tend to look around, see the non- spiritual enticements. Seems to me there's always opportunities for work there which would bring a normally red-blooded human being into the stream of fashionable espionage.

It seems to me it's worked before, it'll work again; it'll always work.
