We also agree that consistent with the approach agreed between the Secretary of State and the Governor (Hong Kong telno 1795) we should hold back from the hard-hitting points until the talks are clearly and irretrievably a lost cause. Nigel identifies tiret 1 on page 6. Many of the points in this are entirely valid. But we think that to be consistent with the above approach we should avoid the flavour at this stage that the Chinese want incredible, closed and unfair elections (etc).
