You will have seen from guidance TUR that legislation has been introduced to place the Secret Intelligence Service (SIS) and the Government Communications Headquarters (GCHQ) on a statutory basis. The Bill contains provision for all or part of the legislation to be extended, with any necessary amendments, to any of the Dependent Territories by Order in Council.
A copy of the Bill follows by bag.

As the guidance TUR makes clear, the legislation is not intended to affect in any way current security or intelligence relationships, including any existing local liaison arrangements.
We will of course consult you in due course about the desirability or otherwise of extending the legislation, and the precise conditions under which this might be done. In the meantime, if asked, you may wish to take the line that the provision for extending the legislation is a standard enabling one and that it will not be implemented without consultation with the Territory concerned.
