- But it is not right to say that there has been a change of

policy on Hong Kong. We remain committed to the approach set

out in the Joint Declaration. Quite wrong to suggest we have

adopted a policy of confrontation. We and the Governor have sought to meet the wishes of the Hong Kong people: their

reactions suggest we have got it about right. Have to await

FAC's Report. But my impression that they share our view.

What importance do you attach to all-party support in the

Commons?

of considerable importance. Sends a powerful signal to those

who might be tempted to think that they can influence British

policy by putting pressure on us, for example on the commercial

front. House also showed a good understanding of the importance

to Hong Kong of having a credibly elected legislature, capable of preserving Hong Kong's uniquely successful way of life.

- A matter of basic principle for us that these last elections to be held under British administration should be open, fair and

acceptable to the people of Hong Kong.

Importance of Chris Patten being a politician as Governor at

present time (rather than traditional Governors of the past?

- Warmth of affection for Chris and Lavender Patten in Hong Kong

evident to all who see them meeting members of the public there. Right to have a senior politician in Government House given the

growth of political awareness in Hong Kong.

Clearly important, at a time when difficult decisions have to

be made, that there is a common approach and close consultation

between the Governor and London. In these circumstances the

close personal friendship and understanding between

Chris Patten, Douglas Hurd and the Prime Minister is clearly an

advantage.
