1. In your minute of 9 December to Mr Larner, you asked for
our recommendations on who should be involved in the meeting
on 16 December to be filmed by the BBC team and on what the
meeting should cover.
2.
I suggest that in addition to yourself and the Minister, the meeting should consist of Mr. Hum, myself, Mr Morris, Mr
Fry and possible a Special Adviser, together with Mr Larner.
3.
As for the agenda, I suggest that the meeting should take
stock of Chinese reactions to the introduction of the
Governer's legislation on 15 December, consider whether there
are any further policy initiatives we need to take (answer
probably no before the Minister's visit to Hong Kong) and
review our public line. None of that would be particularly
sensitive.
