"The British Hong Kong Authorities have declared that they plan to gazette and table in LegCo the 'partial constitutional legislation' in the absence of agreement between the two sides. In these circumstances, as the Chinese side have said from the start, this means that the British side have unilaterally and ultimately terminated the Sino-British talks. So long as the British and Chinese sides have not reached agreement on the 1994/1995 electoral arrangements, the Chinese side cannot accept any electoral legislation passed by the Legislative Council, and after 1997 will set up a "separate stove" in accordance with Basic Law."
