March. Kept in contact with the Chinese side. Were then able to reach agreement. It is a victory for common sense.

Status of Hong Kong Government members of the delegation The talks are between the two sovereign powers. Our representative will be the British Ambassador to Peking, Sir Robin McLaren. Other officials from the British and Hong Kong Governments will be participating in these talks in exactly the same way as they have done in the past.

International Conspiracy? (If Raised)

There is no truth in suggestions that the Governor's

electoral proposals were coordinated with third countries, or

form part of any conspiracy against China.
