Problem

1. How should we respond to requests from David Healy, Sunday

Morning Post, and British Satellite News (BSN) for interviews

with the Minister?

Recommendation

I recommend that the Minister offer short interviews to both

David Healy and BSN. HKD concur.

Background

David Healy, the London correspondent of the Sunday Morning

Post, has asked for a brief chat with the Minister before he

leaves for Hong Kong. I warned him that the Minister would not

be able to go into any detail about the Sino-British talks.

Healy said that he would nevertheless like to talk to the

Minister about his visit. Healy's article would appear on Sunday 30 May. This would be a good opportunity to get on

record the main objectives for the visit, in advance of the Minister's official programme. Healy is bound to ask about the

talks but the Minister need only repeat that the fourth round

is/is about to get under way and that we hope for early
