VISIT BY LORD MCGREGOR AND SIR FRANK ROGERS TO HONG KONG AND SHANGHAI IN EARLY OCTOBER

Lord McGregor telephoned me today to say that he is proposing to visit Hong Kong and Shanghai in early October in order to attend a conference of "media moguls" in Hong Kong and thereafter to attend Reuters opening of their new office in Shanghai. Lord McGregor would be travelling in his capacity as Chairman of the Press Complaints Commission and as a member of the Board of Reuters Trustees, and with Sir Frank Rogers (also on the Board of Reuters and Deputy-Chairman of the Daily Telegraph). accompanied by their wives.

2. Travel details have not been finalised but Lord McGregor proposes to travel on/or about the

1st October, to attend the conference on 4-5 October, and to travel from Hong Kong on/or about 7th October to China, and to attend the opening of Reuters new office in Shanghai on 15th October. At this date neither he nor Sir Frank Rogers propose to travel to Peking.

3. Lord McGregor originally telephoned to ask for advice about visas. I gave him a contact at the Embassy and suggested that he might wish to call on the Chinese Ambassador/Chargé d'Affairs which he proposes to do in due

course.

4. I understand from Lord McGregor that the Governor is aware of Lord McGregor's visit and the media conference. You may wish however to copy this to Hong Kong. In the meantime I am faxing a copy of this minute to Peking and Shanghai for information. Lord McGregor has not asked for a briefing, and I did not volunteer one, but may in due course approach us for a chat. I will, nearer the time, send him our unclassified political brief on China.
