I attach, as requested, a line to take at the 12.30pm conference on the Times editorial about Hong Kong.

For follow-up briefing, you might find it useful to have a copy of the current version of the statement which the Governor plans to make in the legislative Council on 5 March together with the supplementaries prepared for him. We will obviously not know before then whether it is possible to announce talks. But much of the material applies whether or not talks are announced.
