1 Mr David Armstrong, the Editor of the Canberra Times and a former Editor of Australia's quality national newspaper, The Australian, has now been appointed as the new Editor of the South China Morning Post in Hong Kong. He leaves Australia to take up his appointment in early April 93. On present plans he proposes to visit Britain for briefing en route to Hong Kong. His programme in Britain is being arranged by News International and I understand that they will probably be in touch with you shortly seeking a briefing for Mr Armstrong. This is just to let you know that Mr Armstrong is well known to us, and, I believe, well disposed towards Britain. As editor of The Australian he visited Britain on a Category I Sponsored Visit in March 1992, and during that visit was briefed on our policy towards Hong Kong by Six John Coles. Of course much has happened since then and Mr Armstrong hopes that Sir John will be free to update him on developments. will quite understand however, if other diary commitments rule this out. I cannot unfortunately give you firm dates for Mr Armstrong's visit to Britain. soon as these are settled I will revert.

Mac Garth.
