NICK CLARKE:

Fundamentally, of course, though, you are offending against som mining which is talt very deeply in Peking and that is that it democracy is allowed in su ₫ up in Hong Kong in the way that you suggest, it will be seen as a threat to the way the Chinese ra trings. And, in a way, in Peking, as I understand it, what you're doing 16 scen as part of an International move to introduce democracy into China itself. Now :lu you counter that arguntenis?

CHRIS PATTEN:

Well. It's simply not true. We're mini arguing about a great extension of democracy as I was saving earlier. What we're talking about, very simply, is whether there should be fair and open and acceptable electoral arrangements in 1905. the 'usi elections under british sovereignty, or whether we should in fact agree to rig those elections. If there's en argument, if there's a disagreement it's because we have a botto:n line and we intend to stick by it And that's what some people | think find so objectionable, but that borrom line is about our principlec view that Hong Kong should have fail and clean elections in 1995. I don't think that represents a threat to anyone. After all, It's a Chinese Guncept that there should be one country, two systemg, and our system, even if it's not den1ocratic, which it's not going to be who'y gemoutalic · In 1995 or afterwards, our aystem Is about the relationship between a credible legislative council, Ung rule of law, and a tree economy.

NICK CLARKE:

Well, you talked about the bottom line that you are working towards. What is that bottom line. because in the end, China holds most of the cards, does it not, in this affair as 1997 approaches?

CHRIS PATTEN:

The bottom line is I think simply this that we should have clear arrangements for the last elections under British sovereignty in 1995, that we should do everything before 1997 to ensure that the joint declaration encapsulating Hong Kong's way of life is implemented before and after 1997. and thirdly that ona country/two systems.
