It could be argued thar, since the olection, the management of the Conservative Party itself has been one of the most difficult jobs in politics, but the man who gave up that particular task last April has found himself with an even bigger and more complicated challenge - the Governor of Hong Kong, Chris Patten - and he's become enmeshed in a convoluted diplomatic endgame with the Chinese government. They've had plenty of practice at this particular art. Ten slays ago, Mr Patten published his plan for more democracy in Tiong Kong and was instantly enveloped in a wave of resentment and abuse. Puking accused him of breaking past agreements and has rafused further talks until the plans are set aside.

So far the Governor hasn't said when his proposals will be laid before the colony's legislative council. When I spoke to him this morning, I asked him first when he expected to do so.

CHRIS PATTEN: Governor of Hong Kong

Well, we won't be taking a decision for a bit. We'll be discussing it in my Executive Council this week and maybe next as well. What we've got to take into account is first of all businoes that's already in front of the Legislative Council, and they're discussing the budget at the moment, and secondly whether there are any other developments

We're still totally ready for talks. This week, Chinese officials were saying that talks were impossible, so they may have slut the door to thom but we're havuy to have raiks at any time. If we're going to have talks, however, I think we should get on with them and not yo on putting their off.

NICK CLARKE:

Well, you say that you're waiting for developments on the one hand, and on the other hand you say that Peking has said there are to be no talks. That seems to me to be a bit of a contradiction.
