Emily Lau and would like to interview the Minister in order to have, on record, the Government's policy.

4.

BSN expect their Hong Kong series to be picked up by both UK and Hong Kong television stations. This will give the Minister a good opportunity to reiterate the Government's position on Hong Kong through a friendly medium to a very wide audience.

5. BSN would like to record an interview on Tuesday 23 or Wednesday 24 March. The programme will be broadcast on

Friday 26 March. If the Minister agrees to the interview I recommend that he does it as close to the time of broadcasting as possible, ie Wednesday afternoon. I will ask BSN what questions they plan to ask. I would not expect them to probe too deeply but to ask the Minister to explain the present situation and say a few words on the way ahead.
