But if we should have clean electio..s in 1995 why should they not

have had clean elections in the 19805?

MR PATTEN:

We did have clean elections but under different arrangements.

What we have in 1995 for the first time is a totally elected

Legislative Council, that is agreed between Britain and China, the

legislature is actually produced in three different ways and I

want to see that each of those ways is clean.

INTERVIEWER:

People say that technically you have not gone against any of that though it is very much fine print stuff. But your proposals, when are they going to be tabled at the Legislative Council? People are saying from Hong Kong, 21 April, is that right?

MR PATTEN:

What we have agreed is to take that decision after the Easter Recess, we did not think it was sensible to table the proposals, we have published them but the next stage is introducing the bill into the Legislative Council, we did not think that it was sensible to do that just when the Legislative Council was going into recess. But we will take that decision bearing in mind that we might have got talks going by then, I would like to start talks tomorrow,
