SECRETARY OF STATE'S MEETING WITH JONATHAN MIRSKY, THE OBSERVER

1.

The Secretary of State has agreed to see Jonathan Mirsky at 10.30 am this morning. Mirsky is shortly to take up a new appointment as the Times correspondent in Hong Kong. He is an expert on China and Hong Kong and has been the Observer's Asia Editor.

2. Mirsky is a vehement critic of the Chinese regime and, since the Prime Minister's visit to Peking in September 1991, has not been allowed to return to China. He is fascinated by Chinese strategy and tactics over Hong Kong and may well press the Secretary of State on his own analysis of the Chinese decision to go ahead with talks on Hong Kong at this point.

Mirsky may also press the Secretary of State on the UK's objectives for the talks, concessions made by both sides to get talks going and the extent to which the Governor's proposals are likely to be modified during either talks with the Chinese or
