inevitable and right and it would be quite wrong to suppose that

Britain and China can sort these things out without a discussion

in Hong Kong. But the CRC point, I think they accepted that much,

but they also said it was important to have a discussion between

Britain and China in order to guarantee the through train or to

guarantee continuity. We accept that that is desirable, we

believe it can be achieved.

QUESTION:

they say that Britain has to accept all those understandings

reached by the two governments?

FOREIGN SECRETARY:

There is a disagreement about that, I am very clear about what the

understanding was and what it was not, there was no understanding

about the functional constituencies whatever, we believe that the

Governor's proposals on both the election committee and the

functional constituencies are within the Basic Law. There is a

disagreement about that so that is one of the things that needs to

be discussed. But our emphasis is certainly looking to the future

and I believe that is so on all sides.
