CBI OVERSEAS SCHOLARSHIPS: 1994/95
I am replying to your letter of 14 June to Hugh Davies about the CBI scholarship programme for Hong Kong. Mr Davies has seen this reply in draft and agrees with the plan of action to try to redeem the situation.
I have had a word with Barrie McWhirter (Executive Director of the British Chamber of Commerce) to find out exactly why it has been so difficult to find good quality candidates for the CBI scholarships. His views are recorded in his letter of 17 June; copy enclosed. Sadly I think the British Chamber of Commerce whose resources to do this sort of work are in any case very limited - lost momentum after their disappointment in 1989 (see paragraph 2 of Mr McWhirter's letter).

I have also discussed the matter with Tom Buchanan (Director, British Council). Like ourselves, he thinks it would be a great pity if we were to lose our small quota particularly at a time when we are trying to strengthen the bond between British companies and Hong Kong's industrial leaders of the future. But the CBI maintenance allowance of £560 per month is, thinks, mean by any standard nowadays (and is some £80 per month less than the British Council pays to trainees). Council and all other scholarship schemes also offer return airfares to the UK. The fact that the CBI scholarship scheme does not include return airfares (and homeward travel only when the scholarship awards are for period of 6 months or more) makes the scheme less attractive here given the high cost of travel to the UK.
