On reading Mr Hum's minute to you of 21 July on the British Council's idea for making our scholarship funding for Hong Kong more effective, one thought occurs to me. Our agreement with CRD on the run-down of the Joint Funding Scheme (JFS) included the stipulation that the savings made (£2.2 million in total by 1997) should be redeployed to FCOSAS activity outside Hong Kong, as a means of compensating for the substantial cut in global ́ FCOSAS resources. CRD will, no doubt, already have made provision for the reallocation of the savings from the JFS on this basis. This may mean that the British Council's idea of a trust fund for Hong Kong Scholarships (equivalent to our present contribution to the JFS), although attractive, may not be a runner.
