As regards your second proposal, we would certainly not wish to stand in the way of the British Council paying the outward flight costs, if this really is necessary and provided it does not offend the principle of double funding. If, however, the CBI do only provide a return flight ticket in certain circumstances (ie after a 6 month stay in UK) then I think that that would have to be respected. In such circumstances, perhaps the most sensible solution would be for you to consider only those candidates prepared to stay longer than 6 months.
