FCOSAS 1994/95:
1.
ALLOCATIONS
We are now in a position to propose allocations of FCOSAS funds for 1995/96, subject to Treasury and Parliamentary approval. This minute, approved by Mr Alston, sets this process in motion.
2. I am delighted to say that the Board of Management has decided to restore the £2m cut in the FCOSAS imposed in last year's PES and Estimates. This means we shall have roughly the same amount of money for scholarships next year as in 1993/94, though inflation in fees, travel costs etc means that in real terms the money will buy fewer scholarships. ODA funding is likely to be broadly maintained (final decisions will be taken in the context of the Aid framework) but we have secured greater flexibility in the deployment of the ODA funds.
3. In determining the total sum which we propose to make available for FCOSAS Post allocations we have taken into account the following factors:
A saving of £600 000 because of a planned reduction in the fee support scheme for Hong Kong in the run-up to 1997
A saving of £50 000 from a cut in provision for TEMPUS,
which has been underspent in the last two years
A reduction of £200 000 in the DW provision for the Commonwealth Scholarship and Fellowship Plan (CSFP), which funds awards for Canada, Australia and New Zealand; been underspent this year
