the Foreign and Commonwealth Office, announced in the House of Commons, in answer to a Parliamentary Question, that the
Government were prepared to encourage and cooperate with the Overseas Students Trust in the further work that it was thinking
of embarking upon with a view to drawing up options for policy towards overseas students. (Official Report, 20 May 1981,
Col 63, Vol 5).
2. This further work, a study entitled 'A Policy for Overseas
Students' was published on 6 June 1982 and was welcomed by the Foreign and Commonwealth Secretary in a statement in the House
of Commons on 9 June 1982 (Official Report, 11 June 1982,
Cols 142-143, Vol 25).
3. On 8 February 1983 the Foreign and Commonwealth Secretary
made a further statement describing a number of measures which
the Government proposed to take. He also said that he would
be placing in the Library of the House in the next few days a
paper setting out in greater detail the Government's response to
the Overseas Students Trust's Study, including the measures
outlined in the statement. (Official Report, 8 February 1983,
Cols 883-892, Vol 36).

The Statements of 19 May 1981, 9 June 1982 and 8 February 1983
are attached.
5. The Overseas Students Trust's Study contains over twenty recommendations and the bulk of this paper is taken up with the
Government's detailed response to each one. There are however some general points that need to be made first.
