On the assisted student status issue, 1 do not see it a
unreasonable that a student at Buckingham who receives sponsorship designed to cover the shortfall in tuition fees charged by the University are classified as assisted students, and do not get an award for either grant or fees. The purpose of
the assisted student rule is to ensure that in broad terms students whose income exceeds the payments that would otherwise be made to them under the Mandatory Awards Regulations do not
receive an award. The test therefore is the fees payable under the Regulations, not the fees actually payable to the institutions. The onus rests with the sponsor to pitch the sponsorship at the appropriate level. May I suggest that the University could take steps to ensure sponsors are suitably advised of the implications for the student of sponsorship which
covers "fees only"? Assisted student status does not affect a
student's eligibility for a loan.
Finally, the Foreign and Commonwealth Office are responsible for
the terms of the UK-Hong Kong Government scheme to which you
refer. I am therefore forwarding a copy of your letter and one of this reply to the Cultural Relations Department so that they can consider your request that Hong Kong students at Buckingham
should be eligible under the scheme.
