JOINT UK-HK FUNDING SCHEME
1. The University of Buckingham which is an independent UK university (operating on private resources and (noth receiving taxpayers/Government support as most other UK universities do) have queried why it should be excluded from access to the Joint UK - HK Funding Scheme. The Guidance Notes for the latter state that "a student is eligible [to apply only] if he is "on a full-time course of
at a studies leading to the award of a first degree university in the public sector (my underlining) in the United Kingdom".

2. In current memory here we do not know why the Scheme was restricted to public sector institutions (apart from Buckingham there are also one or two other private institutions in the UK which are able to award degrees). We should be very grateful if you could ask the Hong Kong administrators if they know the reason for the original limitation (it may of course not necessarily have been a Hong Kong stipulation but could have been something on which the UK side had insisted) and whether they think there is any longer a need for it. If you can obtain some sort of reaction fairly soon this would be very helpful for purposes at this end.
