HKG creating an artificial differential so that Buckingham University can recruit morę Hong Kong students. If however Buckingham University were to introduce different levels of fees for home and overseas stúdents, there would legitimately be a basis for making a case for including them in the joint funded scheme.
I understand however the joint funded scheme may now be short lived. You are probably better informed than we are but the story I hear is that proposals are now under consideration which if implemented will result in the phasing out of the scheme in FY 1994/95.
