students who have previously applied for assistance under the JFS.

From 1993-94 to 1995-96, the average rate of increase in assistance under the JFS is about 1.83%. Inflating the 1995-96 level of average assistance by this rate, we estimate that the level of average assistance would be GBP 4,011 for 1996-97, GBP 4,084 for 1997-98, and GBP 4,159 for 1998-99.
The grants required from the UK Government are estimated as follows:
Grants required from the UK Government
1/2 X (no. of possible applicants) X (average assistance) X (grant ratio)
e.g. The grants required from the UK Government for 1996-97
= 1/2 X 46 X GBP 4,011 X 82.36%
GBP 76,000
