Extending the Phasing-out Period to 1998-99

I am writing to you concerning the need to extend the phasing-out period of the Joint Funding Scheme (JFS) to 1998-99.
In 1993, the Government of the United Kingdom and the Government of Hong Kong agreed to start phasing out the JFS from 1994-95. We both wished to ensure that Hong Kong students studying in the UK in the 1993-94 academic year would continue to be eligible to apply for assistance under the Scheme until they completed their existing diploma or first degree courses. At that time, we assumed most eligible students were in three-year courses and the Scheme could be completely phased out by 1996-97.
A check on the latest position has revealed that a few students would be eligible to apply for assistance until 1998-99. Most of these students are taking courses that span four to six years. Others are in three-year courses but have repeated one year of studies. Our estimate of the contribution required from your Office in 1996-97 to 1998-99 is at Annex A.
In view of the commitment we have made to the eligible students, I suggest that we extend the phasing-out period of the JFS to 1998-99. Since it will be
