1. What to do about the future of FCO (Diplomatic Wing) sponsored scholarship schemes for Hong Kong?

I recommend that we phase out the UK/Hong Kong Joint Funding Scheme in conjunction with the Hong Kong Government, commencing in 1994/5 and to be completed by 1996/7. I also recommend that we use £0.5 million of the savings produced by the phase-out for new targetted FCOSAS awards, funding for which should commence in 1996/7. HMG should, for the present, continue supporting UK/Hong Kong Scholarships at the current
levels of £40,000 from FCOSAS resources plus the balance of accrued and annual interest from the S K Tang Bequest (this Scheme comes under review in 1994/5). CRD concur.
