Taylor, and Sir Nicholas Spreckley, whom many of you will know. First reports are that they have been greatly impressed by the enthusiasm and commitment of Posts and the calibre of the returned scholars they have met. We hope that the review will give the seal of approval to the Scheme and at the same time recommend some greater flexibility in the way the ODA-funded element is managed so as to achieve a better fit with DW and ODA objectives and priorities.

In parallel we will ourselves be conducting an internal review of all our scholarship schemes, which will take note of, but go wider than, the ODA review. I wish to assure myself that scholarships are a cost-effective means of achieving foreign policy objectives, and that the funds available are being deployed to maximum effect. I will let you know the outcome in due course.

Finally, may I confirm that as Ann Lewis said in her circular letter of 7 September 1992, we found last year's questionnaire exercise very helpful in justifying our FCOSAS programme, checking what was happening over monitoring and follow-up, and spreading best practice. will see that this year we have broadened the questionnaire to include some new areas of enquiry. Your comments directly in response to the questionnaire and more generally will all be welcome and a valuable contribution to our review. May I suggest you return the questionnairs direct direct to/Ann Lewis in CRD, with mid-May as the deadline.
